On March 26, Beijing announced that its newly revised Fire Safety Regulations will take effect on May 1, 2025, introducing stricter rules on electric bicycle (e-bike) fire safety.
Fines for Bringing E-Bikes into Elevators
The regulations explicitly prohibit parking or charging e-bikes in public lobbies, evacuation passages, emergency exits, and stairwells. Carrying e-bikes or their batteries into elevators is also banned. Individuals who violate these rules may face fines ranging from 500 to 1,000 yuan, while businesses or institutions could be fined between 2,000 and 10,000 yuan if they fail to comply.
Designated Parking and Charging Areas Required
To balance safety with convenience, the regulations require residential communities and workplace compounds to set up designated parking and charging areas for e-bikes. Property management companies in residential and commercial buildings must also enhance fire safety oversight, conduct routine inspections, and prevent unauthorized parking or charging.
E-Bike Platforms Must Take Responsibility
The new regulations also target delivery and courier platforms, which rely heavily on e-bikes for operations. These companies must implement fire safety management systems and ensure compliance with fire safety standards, rather than merely dispatching orders without oversight.
