Foreigners Now Eligible for Trade-In Subsidies on Vehicles&More

  Guangzhou has launched a trade-in subsidy program for foreign nationals.

On April 12, the Guangzhou Municipal Bureau of Commerce announced that Hong Kong, Macao, Taiwan residents, and foreign nationals with valid identification can now benefit from trade-in subsidies for categories such as vehicles, home appliances, 3C digital products, electric bicycles, and home renovation items in Guangzhou.

The program will run until December 31, 2025, and the total subsidy amount is limited; once the allocated funds are exhausted, the program will conclude.

To participate in the program, Hong Kong, Macao, Taiwan residents, and foreign nationals must meet the following basic criteria: they must hold valid identification, including the Mainland Travel Permit for Hong Kong and Macao Residents, the Mainland Travel Permit for Taiwan Residents, the Hong Kong and Macao Residents' Residence Permit, the Taiwan Residents' Residence Permit, or the Permanent Resident Identity Card for Foreign Nationals (commonly known as the "foreigner permanent residence card" or "five-star card"); possess a Mainland Chinese mobile number; and have a domestic bank account (a UnionPay debit card of type 1 with a valid account). Subsidies for vehicle scrapping and trade-ins, as well as electric bicycle trade-ins, will be credited directly to applicants' bank cards.

Subsidies are available for scrapping vehicles registered before June 30, 2012, for gasoline cars, before June 30, 2014, for diesel vehicles, or before December 31, 2018, for new energy vehicles. These vehicles must be exchanged for eligible new energy passenger vehicles or fuel passenger vehicles with an engine capacity of 2.0 liters or below. Subsidies range from 15,000 to 20,000 RMB per vehicle, depending on the model. The scrapped vehicle must have been registered in the applicant's name before January 8, 2025.

Additionally, individuals who transfer ownership of a passenger vehicle registered in their name before January 8, 2025, and then purchase a new passenger vehicle, will receive a one-time subsidy, with the amount depending on the price of the new car.

Eligible home appliances and 3C digital products for trade-in include refrigerators, washing machines, televisions, and other 12 categories of home appliances, as well as mobile phones, tablets, smartwatches, and fitness bands. Each home appliance can receive up to 2,000 RMB in subsidy, while digital 3C items can receive a subsidy of up to 500 RMB per product.

Over 20 types of N-class home appliances, including disinfection cabinets, air purifiers, garment care machines, and steam ovens, are also eligible for the trade-in subsidy.

Electric bicycles and home renovation items, including kitchen and bathroom improvements, are eligible for trade-in subsidies. The home renovation subsidy for kitchen and bathroom updates is capped at 20,000 RMB per person. The subsidy for senior home adaptation renovations does not overlap with the subsidies for home appliances, old house renovations, or kitchen and bathroom upgrades.

Consumers can apply for and use the subsidies through both online and offline channels.
