Official: Gradual Expansion of Unilateral Visa Exemption for Foreign Nationals



On March 26th, the State Council Office forwarded the Ministry of Commerce's notification regarding measures to support the development of international consumer center cities in China.

The notice outlines several policies aimed at accelerating the establishment of international consumption hubs in key Chinese cities, including Shanghai, Beijing, Guangzhou, Tianjin, and Chongqing. These cities are being positioned as globally attractive destinations.


A major highlight in the policy is the optimization of entry policies and the consumption environment, particularly the gradual expansion of unilateral visa exemption to a broader range of countries. This initiative aims to improve the effectiveness of the visa-free transit policy for foreign nationals, as well as promote the implementation of regional visa-free transit policies across these key cities.


The policy also emphasizes improving the entry procedures for foreign nationals by offering a comprehensive suite of services, including travel guides, communication services, foreign currency exchange, and mobile payment options at entry points. The Ministry encourages the expansion of direct international flights to the cities and supports the development of a multi-layered, diverse payment service system. This would include more merchants accepting international bank cards and facilitating the use of foreign electronic wallets in China.


Additionally, the plan focuses on the creation of international consumption clusters and foreigner-friendly commercial districts. The inclusion of multilingual signage and guidance systems in public spaces, alongside the establishment of a dedicated foreigner helpline, are also part of the initiative.
