On February 27, Jilin Province issued a notice regarding the provision of special visa facilitation for foreign business professionals.

  1. Target Audience
This policy applies to foreign business professionals who frequently visit China for commercial and trade activities and contribute positively to Jilin Province's foreign trade and economic cooperation, along with their spouses and children.
  2. Facilitation Measures
Enterprises in Jilin Province, whether state-owned, private, or foreign-invested, inviting foreign business professionals and their families to China for short-term commercial activities can apply for a five-year, multiple-entry visa invitation letter with a stay duration of 180 days. Foreign business professionals can use this invitation letter, along with the required documents, to apply for a corresponding category of visa at Chinese embassies or consulates abroad.
  3. Application Process
Enterprises should prioritize submitting applications to the foreign affairs office of the relevant city (prefecture) based on their location. After review, the local office will forward the applications to the provincial foreign affairs office for approval. Central state-owned enterprises, provincial-level enterprises, and large-scale enterprises may submit applications directly to the provincial foreign affairs office. Once approved, the provincial foreign affairs office will issue a five-year, multiple-entry invitation letter with a stay duration of 180 days for the foreign business professionals.
  4. Required Application Materials
(1)Official invitation letter from the inviting enterprise to the foreign business professional.
(2)List of invited individuals.
(3)Guarantee letter from the inviting enterprise regarding the invitation of foreign business professionals.
(4)Qualification materials of the inviting enterprise (including a copy of the business license and tax certificate).
(5)Proof of the business relationship between the inviting enterprise and the invited individual or their company.
(6)Copy of the invited individual's passport.
(7)Invitation letter from the inviting enterprise.
(8)Special visa invitation letter review form.
  5. Notes
(1)The inviting enterprise may only apply for visas for individuals invited for business purposes related to the enterprise's activities and cannot expand the scope or apply for individuals visiting for non-business purposes.
(2)Foreign business professionals benefiting from this visa facilitation, who engage in activities related to illegal immigration or other criminal activities upon their arrival in China, will have the enterprise's eligibility for future applications revoked by the provincial foreign affairs office in accordance with the law.
