Guidelines for Foreign Doctors' Short-Term Practice Permit

  Recently, the Health Supervision Institute of Nantong, Jiangsu Province, issued a set of guidelines for obtaining a short-term medical practice permit for foreign doctors in China.

1. Legal Basis
(1)Decision on the Administrative Licensing Items that Need to Be Retained by the State Council (State Council Decree No. 412, issued on June 29, 2004, revised on January 29, 2009), Attachment 199: Short-term practice permit for foreign doctors in China. Implementing authority: health administration departments of municipal or district-level governments.
(2)Interim Measures for the Administration of Short-Term Medical Practice by Foreign Doctors in China (Ministry of Health Decree No. 24, issued on October 7, 1992, revised on January 19, 2016), Article 3: Foreign doctors must be registered and obtain a "Foreign Doctor Short-Term Practice Permit" to practice in China.
2. Eligibility
  Foreign doctors who hold valid medical practice licenses in their home countries and are invited, employed, or apply to come to China to engage in clinical diagnosis and treatment activities for no more than one year.
3. Required Documents
(1)Application form for short-term medical practice in China by foreign doctors.
(2)Photocopies of medical degree certificates and notarized materials.
(3)Photocopies of foreign medical licenses or proof of medical practice rights and notarized materials.
(4)Health certificate of the foreign doctor, valid within the past six months.
(5)Proof from the inviting or employing institution, along with an agreement or a declaration of civil responsibility (the agreement must include details such as purpose, specific projects, locations, timelines, and responsibilities).
(6)Valid identification (passport, entry visa).
(7)Two recent passport-sized photos (one attached to the application form).
(8)Medical institution's practice license.
(9)If applying through an agent, a power of attorney, a photocopy of the principal's ID, and the ID of the authorized agent (originals should be shown and returned).
4. Validity Period
  The registration validity period will not exceed one year. It should align with the practice duration mentioned in the application form and the employment agreement.
  If the registration period needs to be extended, the process must be re-initiated in accordance with the relevant regulations.
5. Hiring Institutions
(1)A medical institution in China must serve as the inviting or employing institution, which can be one or multiple institutions.
(2)An agreement must be signed with the employing institution(s). If multiple institutions are involved, separate agreements should be signed.
(3)If the inviting or employing institutions are located in different regions, registration should be applied for with the health administrative departments at or above the municipal level in each respective area.
6. Application Process
(1)Search for "Jiangsu Government Services Website."
(2)Switch the region to "Nantong City."
(3)Click on "Personal Services."
(4)Click on "By Department" and select "Municipal Health Commission."
(5)Choose "Foreign Doctors Short-Term Practice Permit" and enter to view required documents.
