City Simplifies Business Visitor Visas with 5-Year Multiple-Entry Option

Shenyang, January 6, 2025 — In a bid to further strengthen its international ties and enhance the city's position as a key player in global commerce, the Shenyang Municipal Government has announced new measures to make it easier for foreign nationals to visit for commercial and trade-related activities.

of Commercial/Trade Activities

In order to strengthen "Foreign Affairs +", build an "International Shenyang", improve the international business environment, and facilitate the entry of foreign nationals into Shenyang, service is now provided to facilitate business entities based in Shenyang to invite foreign business visitors to China for short-term stays.

I. Beneficiaries

Various business entities in Shenyang can apply for invitations for 5-year multiple-entry with a stay period of 180 days for foreign people visitors to China for commercial/trade activities on frequent basis or play an active role in Shenyang's foreign economic and trade cooperation, as well as their spouses and children. With such invitations, foreign visitors can apply for 5-year multiple-entry visas to China at Chinese embassies and consulates abroad.

II. Procedures

1. Business entities need to submit to Shenyang Foreign Affairs Office the requests for M visa (5-year multiple-entry with a stay period of 180 days) or corresponding categories of Chinese visas for short-term foreign business visitors. Centrally administered state-owned enterprises stationed in Shenyang, provincial state-owned enterprises, and enterprises above designated size can apply directly to Liaoning Foreign Affairs Office.

2. Shenyang Foreign Affairs Office will submit the application materials to Liaoning Foreign Affairs Office, which will issue the "Invitation Letter PU/TE" for 5-year multiple-entry with a stay period of 180 days to the relevant foreign business visitors. And Shenyang Foreign Affairs Office will forward the invitation letter to the applying business entities. If the centrally administered state-owned enterprises stationed in Shenyang, provincial state-owned enterprises, and enterprises above the designated size directly submit to Liaoning Foreign Affairs Office, the latter will provide the feedback directly.

3. Foreign nationals can bring the "Invitation Letter PU/TE" for 5-year multiple-entry with a stay period of 180 days to Chinese embassies and consulates abroad for visa application.
