On January 3, the Foreign Affairs Office of Liaoning Provincial People's Government released a notice titled "Announcement on Providing Special Visa Facilitation for Foreign Business Personnel Coming to Liaoning."
The announcement specifies that the service targets foreign business professionals who frequently engage in business activities in China and contribute positively to Liaoning's foreign trade and economic cooperation, along with their spouses and children. Enterprises in Liaoning can apply for an invitation letter for a multiple-entry, five-year visa with a stay of up to 180 days for these foreign nationals. With the invitation letter, foreign nationals can apply for a five-year multiple-entry visa at Chinese embassies and consulates abroad.
The enterprise submits a request to the local foreign affairs office or the Shenyang-Fushun Demonstration Zone to invite short-term foreign business personnel to China for a five-year, multiple-entry visa with a 180-day stay. Central enterprises, provincial state-owned enterprises, and large-scale companies can directly apply to the provincial government's foreign affairs office for the required visa. Local foreign affairs offices or the Shenyang-Fushun Demonstration Zone's Open Cooperation Bureau, following the "locality principle," will submit the application materials for short-term foreign business personnel invited by enterprises in their regions to the provincial foreign affairs office. The provincial foreign affairs office will issue a five-year, multiple-entry invitation letter (PU/TE) for the foreign business personnel. Local foreign affairs offices or the Open Cooperation Bureau will then return the invitation letters to the applying enterprises. For central enterprises, provincial state-owned enterprises, and large-scale companies applying directly to the provincial foreign affairs office, the invitation letter will be issued directly by the provincial office. The relevant foreign nationals can then present the five-year, multiple-entry invitation letter (PU/TE) at Chinese embassies or consulates abroad to complete the visa application process.
