Integration of Work Permits and Social Security Cards for Foreign Workers: Official Notice
The Ministry of Human Resources and Social Security (MOHRSS) has issued a notice regarding the integration of foreign workers' permits with social security cards, effective from December 1, 2024.

Key points of the announcement are as follows:
1. Optimizing Procedures
Work Permit Application: Foreign workers can apply for, extend, modify, or cancel their work permits online through the "Foreign Workers in China Work Management System." After December 1, 2024, there will be no need for a physical work permit card. Current holders of physical work permits will retain their existing cards, and will only be required to switch to the integrated system when renewing or modifying their work permits.
Work Visa Application: Foreign workers can obtain a Z visa (work visa) by presenting the "Foreign Worker Work Permit Notification."
Electronic Social Security Card: Upon arrival in China, foreign workers can download the Electronic Social Security Card app on their smartphones. By registering with their name, work permit number, or social security number, they can receive an electronic social security card loaded with work permit information. After obtaining a physical social security card, the electronic card will continue to provide standard services.
Residence Permit Application: Foreign workers holding a Z visa can apply for residence permits at local public security bureaus, presenting either their "Foreign Worker Work Permit Notification" or their electronic social security card. Authorities can verify work permit information via the electronic card or by scanning a QR code on the work permit.
2. Facilitating Services
Social Insurance: Employers or foreign workers can use the "Foreign Worker Work Permit Notification" or the electronic social security card to register for social insurance through the social insurance online platform or local agencies. Social insurance organizations will verify the work permit information through the work management system, establishing a social security number for eligible foreign workers.
Work Permit-Related Services: The electronic social security card will offer convenient services such as querying work permit information, QR code verification, and notifications.
"One-Card" Services: Local human resources and social security departments will provide foreign workers with various services through the integrated social security card, such as business information queries and subsidy claims. In some areas, more "One-Card" services will be available.
3. Strengthening Implementation
Local authorities are urged to take effective measures to fully implement the integration process. This includes expanding the use of social security cards in more areas and supporting foreign workers in accessing a broader range of "One-Card" services.
Authorities will also ensure technical preparedness for the integration, making necessary updates to their business systems and equipment to connect with the Ministry's work management system.
Comprehensive training will be conducted for local staff to ensure they are familiar with the new procedures and guidelines. Public awareness campaigns will also be launched to educate foreign workers and employers about the new services.
