Official Responds to Concerns on Credit Card Use by Foreign Nationals

A recent comment from a Beijing netizen, identified as "Tian Tian Kai Xin", raised concerns about the limitations on foreign nationals' ability to use their overseas credit cards for payments in China.

The commenter noted that while foreign visitors are often limited by spending caps on their foreign cards, there are also few places where they can directly swipe their cards. This, according to the netizen, not only impacts the spending experience of international tourists but also hinders the high-quality development of China's domestic consumer market.
The netizen strongly suggested that China should significantly relax or even eliminate the spending limits on foreign credit cards, as well as accelerate the expansion of locations where foreign cards are accepted.
In response to the inquiry, the State Administration of Foreign Exchange (SAFE), through its International Payments Department, provided clarification on the matter. The administration stated that there are no spending limits for foreign bank cards used in China.
Regarding the issue of limited card usage locations, SAFE explained that since the beginning of 2024, they have been working in collaboration with the People's Bank of China to improve payment systems for foreign nationals.
Currently, foreign nationals can use their cards at major locations such as airports, hotels, and large shopping districts, where POS terminals are available. Additionally, foreign nationals can now also use their overseas mobile phone numbers to register on popular payment platforms like WeChat and Alipay, linking their foreign cards for payment, or simply scan QR codes through their foreign e-wallets. The extension of these services is aimed at making it easier for foreigners who are visiting for short-term tourism or residing in China for work and long-term living.
The State Administration of Foreign Exchange further indicated that they will continue to improve payment and currency exchange convenience for foreign nationals.
