Foreigner Charged for Electricity a Year After Leaving China, Solution Explained
On November 12, a foreign national, Mr. Ahmed Osman Moalim (pseudonym), contacted a power company in Chongqing regarding an ongoing electricity charge despite having left China over a year ago. The issue quickly attracted attention and was resolved in an efficient and professional manner.

It all started when Mr. Moalim noticed that electricity charges were still being deducted from his account while reviewing his bills through a third-party electricity payment platform. Although he had left Chongqing for over a year, the payments kept coming. Disturbed by this, Mr. Moalim called the 95598 customer service hotline to seek assistance.
Upon receiving the inquiry, Huang Lin, the grid manager at the Liangjiang Power Supply Center of Chongqing North Power Supply Company, took immediate action. Huang called Mr. Moalim to better understand the situation and the root cause of the issue.
Through their conversation, it was revealed that several years ago, while Mr. Moalim was working in China, he had rented an apartment through a leasing company. To make paying utility bills easier, he had linked his electricity account to a third-party payment platform. However, when he returned to his home country, he had forgotten to unlink his account from the platform.
Meanwhile, the leasing company continued to rent out the apartment after Mr. Moalim moved out. The new tenant began using electricity, but since Mr. Moalim's account remained linked, the electricity charges were automatically deducted from his account.
Upon understanding the issue, Huang Lin checked the billing records in the company's marketing system and contacted the third-party payment platform's customer service. After confirming the payment history, it was verified that from November 2023, Mr. Moalim had been charged a total of 5,490.16 RMB across nine transactions.
The next step involved contacting the leasing company. After confirming the situation, the company acted promptly to reverse the incorrect charges. On the same day, the mistakenly deducted amount was refunded to Mr. Moalim's account.
