[New Regulation from Nov. 1] New China Visa Policies Updated in November
1. Beijing - Update on Email Address for Registering Foreign Newborns
To streamline the registration process for foreign newborns, the Beijing Public Security Bureau's Entry-Exit Administration now offers online registration for newborns without the need for an in-person visit. The email for processing foreign newborn registration has been updated to [email protected], effective as of October 31, 2024. The previous email address is no longer in service.

2. Implementation of the Beneficial Ownership Information Management Measures
Starting November 1, 2024, under the Beneficial Ownership Information Management Measures (《受益所有人信息管理办法》), companies, partnerships, and foreign company branches must register beneficial ownership details through the relevant registration system at the time of establishment.
Additionally, if any changes occur in the beneficial ownership information or if exemptions no longer apply, entities must update this information within 30 days through the system.

3. Stricter Permanent Residency Requirements for Doctoral Degree Holders
Doctoral graduates from any nationality, with degrees obtained in China, are now required to submit both graduation and degree certificates when applying for permanent residency, proving they have completed their studies and received their doctorate.
Additional documentation, such as transcripts and academic verification reports, may also be required.

4. Visa-Free Policy Updates: Two New Announcements
1) Unilateral Visa-Free Entry for Finland
On October 29, 2024, China announced its decision to include Finland in its unilateral visa-free entry program to promote cultural exchanges, enabling more Finnish visitors to engage in business, tourism, and education in China. This policy joins similar arrangements with 16 countries, such as France and Germany, and trial arrangements with four others, including Portugal.
2) Visa-Free Entry for 9 More Countries
To enhance international mobility, China will extend its visa-free trial policy to citizens of Slovakia, Norway, and South Korea, among others. Between November 8, 2024, and December 31, 2025, citizens from these countries with regular passports may enter China visa-free for up to 15 days for business, tourism, family visits, or transit. Those not eligible for visa-free entry must obtain a visa prior to travel.
