  Starting November 1, 2024, Nanning will implement the "Regulations on Public Security Management of Specialized Industries" (hereinafter referred to as "the Regulations"), which have sparked significant online discussion, particularly regarding the massage service sector.
  The updated Regulations explicitly define twelve categories of specialized industries, including the hotel industry, seal engraving, pawnshops, printing, scrap metal recycling, vehicle dismantling, locksmithing, consignment, second-hand vehicle trading, vehicle maintenance, massage services, and other specialized sectors as stipulated by law.

 Notably, this marks the first time that the massage service industry has been included in the scope of public security management of special industries in Nanning. The Regulations specify that operators in the massage sector must accurately record personal information—including names, addresses, and identification document details—of individuals receiving services between 2 AM and 8 AM. Additionally, it mandates the installation and proper functioning of video surveillance systems based on public security needs.

  The massage industry is a crucial component of the service sector and is increasingly viewed as an essential aspect of health and wellness in daily life. According to data, China is the world's largest massage consumption market, with an estimated market size of approximately 443.24 billion yuan in 2022 and 3.189 billion visits. Projections indicate a market size of 506.59 billion yuan and 3.518 billion visits in 2023.
  During this year's National Day holiday, Meituan reported a 230% year-on-year increase in searches for bathing centers, with related consumption comments and posts rising by 88.5% compared to last year. Cities such as Changsha, Shanghai, Chengdu, Hangzhou, and Wuhan saw the highest search volumes for foot massage services.

1. Addressing Security Gaps  
  A lawyer interviewed by reporters stated that the special management of specialized industries is crucial due to their close ties with public security. He emphasized that requiring massage service operators to register the personal information of clients during late hours addresses a significant security loophole, as the industry often provides overnight services without adequate identity verification.
2. Privacy Concerns  
  Niu Fengrui, a former researcher at the Chinese Academy of Social Sciences, highlighted the urgent need for effective regulations in the massage industry, particularly regarding the installation of surveillance cameras. He noted the challenge of ensuring safety while protecting customer privacy. Li Lei pointed out that although the Regulations specify camera locations—such as entrances, business halls, elevators, storage areas, and parking lots—there remain critical issues about securely storing footage and preventing unauthorized access to recordings to safeguard customer privacy.
  A spokesperson for the Nanning Municipal People's Congress stated that including massage services in public security management is not a novel approach for the city. He explained that the new Regulations were developed by referencing existing laws on entertainment venues and drawing from legislative experiences in cities like Kunming and Xi'an, aiming to create a better security environment for urban development.
