  On October 30, 2024, the application process for the 2024 Permanent Residence Points Evaluation Recommendation for Foreign Talent in Beijing's "Two Zones" officially opened.
  The initiative is part of ongoing efforts to advance the construction of Beijing's National Service Industry Expansion and Comprehensive Demonstration Zone and Free Trade Pilot Zone (referred to as the "Two Zones"). It aims to strengthen support for foreign talent and enhance Beijing's position as an international hub for innovation and talent. The program seeks to attract and retain highly skilled foreign professionals who can contribute to the capital's development.

  • Eligibility Requirements
1. Eligible Enterprises:  
  Companies applying for the recommendation letter must meet the following criteria:
(1)The enterprise must be recognized as a key entity in the "Two Zones" in accordance with Beijing's standards for important enterprises and institutions. It should be registered, tax-registered, and included in official statistical reports within the city.
(2)The enterprise must align with the strategic positioning of Beijing as the capital of China and be part of the "Two Zones" initiative.
  How to Check Eligibility of Enterprises: 
  Applicants can verify whether their company qualifies by visiting the "Open Beijing Public Information Service Platform" (http://open.beijing.gov.cn/), navigating to "Foreign Talent Immigration Services for the 'Two Zones'," and selecting "Check Enterprise Eligibility."
2. Eligibility for Foreign Talent:  
  Foreign professionals applying for permanent residence under the program must meet at least one of the following criteria:
(1)Hold a management or technical position at the director level or above, or possess an associate senior title or higher.
(2)Serve as the leader of a special task force or the head of a major project.
(3)Be a professional in a field where there is a critical shortage of skilled talent.
  • Application Period
  The application window for the 2024 "Two Zones" Permanent Residence Points Evaluation Recommendation is open from October 30, 2024, to December 10, 2024.
