China's Permanent Residency Policy is Tightening--Act Now!


The new version of the Foreigner Permanent Resident Identity Card ("Five-Star Card") was officially launched on December 1st last year, further enhancing the security and convenience of the document. The number of applicants for the new "Five-Star Card" has increased by 30% compared to the previous year. As the number of applicants continues to grow, the government's scrutiny is becoming stricter, and the review process is also lengthening.

Increased Flexibility in Employment-Based Permanent Residency Requirements


The new policy sets higher and more flexible requirements for foreigners applying for permanent residency. 


For example, if a foreigner wishes to apply for employment-based permanent residency through salary, they must have worked in the same city for four years. Additionally, their annual pre-tax salary during these four years must be more than six times the latest local average income, and the tax paid should account for 20% of the income. 


Local governments typically calculate average income figures mid-year and at the end of the year, publishing detailed data the following May, adjusting the policy's required income amount accordingly. 


If a foreigner wishes to apply for permanent residency based on investment or position, the investment amount, length of service in China, and the standards required for the company have all increased.

Stricter Criteria for Marriage-Based Permanent Residency Applicants


As the number of applicants grows, the government has gradually raised the requirements for individuals applying for marriage-based permanent residency. 


In addition to the five-year marriage requirement, it is now advised that one or both spouses work in the application location, contribute to social security, and have actual tax records. 


Having stable employment not only provides financial stability but also offers favorable proof of economic contribution when applying.


Applications for marriage-based permanent residency must be submitted in the Chinese spouse's registered domicile, along with proof of stable living conditions and housing.

Enhanced Requirements for Doctoral-Based Permanent Residency


Currently, the doctoral-based permanent residency policy is only available in Beijing, Shanghai, and Shenzhen. 


Applicants must hold a doctoral degree and have stable employment in these cities. All doctoral degrees must be certified, though not all schools are eligible for this certification. 


As the policy evolves, the standards for the applicant's company and the time requirements are also increasing. For instance, to apply in Shenzhen, you must have worked there for at least one year.
