Guangzhou Seeks Public Input on Proposed E-bike Legislation

  On August 30, Guangzhou released the Draft Revised Regulations on Electric Bicycle Management for public consultation, inviting feedback from all sectors of society. 

 The draft outlines clear requirements for the production, sale, and road use of electric bicycles.

  
  Key Points from the Draft:
1. Registration System: 
   Electric bicycles must be registered with the traffic management department of the public security bureau and receive a city-issued license plate and driving permit before they are allowed on the road. The license plate and permit will be valid for five years.
2. Road Use Restrictions: 
   E-bikes are prohibited from using highways, expressways, inner ring roads and their connecting routes, river-crossing tunnels, sidewalks, road shoulders without dedicated bike lanes, bridges, tunnels, elevated roads, overpasses, and any other restricted roads. 
3. Penalties: 
   Riders violating certain provisions (Articles 20, 25, and 26 of the regulations) will be ordered by the traffic management authorities to correct their actions, with penalties ranging from a warning to a fine of RMB 50 to 200.
4. Repeated Violations: 
   If an electric bicycle is recorded for three or more traffic violations, and the owner or rider fails to address them after notification from the traffic management department, the vehicle may be impounded.
5. Elevator Restrictions: 
   It is strictly prohibited to bring electric bicycles or their batteries into elevators.
  The public is invited to submit feedback on the draft regulations by September 20.
