Foreigner Denied Entry After Claiming "Boyfriend Lives at Maternity Care Center"



Sanya, Hainan—In a bizarre twist of events, what appeared to be a love story turned into a failed attempt to illegally enter China.


On July 18, 2024, officers at the Phoenix Border Inspection Station in Hainan's Phoenix International Airport detained Ms. A, a foreign national from Country Y, upon her arrival in China. Ms. A confidently declared her intent to visit China to meet her boyfriend, claiming a two-year cross-border relationship as the reason for her journey.


However, when asked about her boyfriend's residence, Ms. A hesitated before giving an address that left officers baffled—"XX Maternity Care Center, Sanya City."


The officers immediately sensed something amiss. A boyfriend residing at a maternity care center? This claim, combined with Ms. A's nervous demeanor, raised suspicions, prompting further investigation.


It was soon discovered through rigorous questioning and verification that Ms. A had only connected with her so-called "boyfriend" two months prior via a friend request. The relationship was nothing more than a ruse, supported by a mere ten fabricated chat messages.


Under pressure, Ms. A eventually admitted her true intentions. She had long planned to work in Hainan and had been advised by Mr. B, her alleged "boyfriend," to use a loophole in the system. Unable to secure a work visa, Mr. B suggested that she pose as his girlfriend and enter China under the 59-country visa-free entry policy, supposedly to visit him as a tourist.


"Don't worry," Mr. B had assured her, "It's foolproof!" Unfortunately for Ms. A, Mr. B turned out to be nothing more than a "black agent"—a fraudster.


Ms. A was then denied entry into China, and the case against Mr. B has been referred to the appropriate authorities for further investigation.

Under the Exit and Entry Administration Law of the People's Republic of China:


Article 25:  

Foreign nationals shall not be permitted to enter the country if they:

  1. Do not hold valid exit or entry documents or refuse to undergo border inspections;

  2. Fall under any of the conditions listed in Article 21, paragraph 1, items 1 to 4;

  3. Are likely to engage in activities inconsistent with the type of visa issued;

  4. Fall under any other circumstances stipulated by law or administrative regulations.


The exit and entry border inspection authorities have the right to deny entry without providing a reason.
