China to Ease Visa and Residency Procedures for Foreign Talent

  On September 2, the General Office of the State Council issued guidelines aimed at promoting the high-quality development of trade in services through enhanced openness.

 

  The guidelines emphasize facilitating the cross-border movement of skilled professionals. Foreign executives, technical staff, and their accompanying family members in foreign-invested enterprises will be provided with easier entry and exit procedures. Additionally, high-level foreign talent and their research assistants will benefit from streamlined visa and residency processes when coming to China for investment, entrepreneurship, work, lectures, and trade exchanges.

  The guidelines also seek to open more channels for high-level foreign talent to start businesses in China, allowing overseas professionals to obtain domestic professional qualifications and employment opportunities in specific open sectors in accordance with relevant requirements. Local governments with the necessary conditions are encouraged to establish and refine lists recognizing foreign professional qualifications and to expand pilot programs for international recognition of these qualifications.
