Recently, several cities and the State Administration for Market Regulation have issued policies on housing rental, professional qualification certification and electric bicycles. Details are given below.1.Rental Housing (Shenzhen)
On August 19, the Housing and Construction Bureau of Futian District in Shenzhen, Guangdong Province, announced the launch of its 2024 affordable rental housing program aimed at Hong Kong, Macao, Taiwan, and foreign talents. Applications will be accepted from August 19 to October 18, 2024. The online system will be available on weekdays from 9:00 AM to 6:00 PM.2)Eligibility Requirements Single applicants must apply individually, while married applicants must apply as a family unit, excluding parents and adult children. Spouses and minor children must be listed as co-applicants.3)Available Housing Units A total of 30 units are available in this round, primarily studio apartments. These units are located in communities such as Free Harbor (23 Guihua Road, Futian District Free Trade Zone) and Shuiwei Talent Apartment (Huanggong Park First Street, Shuiwei New Village, Futian District). The base rental rates range from 55 to 75 RMB per square meter per month.4)Allocation Principles and Standards Single applicants will generally be allocated studio apartments, while families will be allocated two-bedroom or larger units. Each lease contract will have a maximum term of three years. If tenants wish to renew, they must apply within three months before the contract expires. For more details, please refer to the official policy document in Chinese at the following link: https://www.szft.gov.cn/bmxx/qjsj/tzgg/content/post_11507158.html2.Foreign Professional Qualifications (Tianjin, Xiamen) Tianjin has recently released the updated "Tianjin Overseas Professional Qualification Recognition Catalog (Version 2.0)" (referred to as the Catalog), expanding the recognition scope to cover 27 types of foreign professional qualifications across seven fields. According to the relevant person in charge of the Tianjin Municipal Bureau of Human Resources and Social Security, the Catalog focuses on the needs of industrial development and the demand for talents in the high-quality development of the Binhai New Area, and expands the scope of recognition from 2 fields, such as planning and finance, to 7 fields, such as planning, finance, accounting, engineering, science and technology, information technology, and medical and health services. Foreign professionals holding these recognized qualifications can practice and provide services in the Tianjin Free Trade Zone in accordance with relevant regulations. Their overseas work experience will be treated as equivalent to domestic experience, granting them easier access to work permits and entry-exit conveniences. Xiamen has also taken steps to facilitate the employment of international talent. The Xiamen Municipal Human Resources and Social Security Bureau and the Science and Technology Bureau have jointly issued the "Xiamen International Professional Qualification Recognition Catalog," which lists 75 international qualifications across 14 industries, including construction, finance, education, and big data. International professionals holding qualifications listed in the Directory can offer their services in Xiamen, provided they meet industry regulatory requirements and register with the relevant authorities. Their overseas work experience will be recognized as domestic experience, and qualified individuals may be included in the city's talent introduction programs. Foreign professionals with qualifications from the Directory can use them as a basis to apply for a work permit in China. They can be categorized accordingly and obtain a work permit valid for up to five years. During the application process, they are exempt from requirements related to education, degrees, and work experience, and age limits may be relaxed.3.New certification requirements for e-bikes For those planning to purchase an electric bicycle soon, it's important to ensure that the e-bike meets the newly announced certification standards. The State Administration for Market Regulation has recently issued a notice mandating that lithium-ion batteries and chargers for electric bicycles undergo Compulsory Product Certification (CCC certification). Starting from October 15, 2024, certification applications will be accepted. After November 1, 2025, all lithium batteries and chargers used in e-bikes must have CCC certification and display the CCC mark before they can be manufactured, sold, imported, or used in any commercial activities.
