On August 16, the Shanghai Development and Reform Commission released the pricing mechanism for the city's urban rail transit lines on its official website.
According to the announcement, the first phase of the Airport Link Line (connecting Hongqiao T2 to Pudong T1 and T2) is expected to be completed by the end of 2024. Based on the proposed scheme, a trip from Hongqiao Airport to Pudong Airport will take approximately 40 minutes and cost 26 RMB per person. Frequent travelers can benefit from a discounted rate of 18.2 RMB per person by purchasing an electronic multi-ride ticket.
The pricing mechanism scheme includes: For urban rail lines designed to operate at speeds below 160 km/h, the base rate is set at 0.37 RMB per passenger kilometer. This means the ticket price is calculated as: trip distance × 0.37 RMB. For urban rail lines designed to operate at speeds of 160 km/h or above, two pricing options are proposed: Option 1: A single rate of 0.45 RMB per passenger kilometer, calculated as: trip distance × 0.45 RMB. Option 2: A tiered rate with three segments of cumulative charges. Considering both the ticket price and travel time, urban rail lines offer significant time-saving advantages. For example, a journey from Hongqiao Airport to Pudong Airport on the Airport Link Line costs 26 RMB, with a multi-ride ticket priced at 18.2 RMB, and takes just 40 minutes. In comparison, taking Line 2 costs 8 RMB but doubles the travel time, while the airport bus costs 36 RMB and takes over an hour.
On September 2, the Shanghai Development and Reform Commission will hold a public hearing at the East Building of the Shanghai Library to gather feedback from the public on the proposed pricing mechanism for urban rail transit lines.
