Foreign Passenger Detained for Smoking on Plane

  According to an August 16 report by People's Rule of Law, the Guizhou Provincial Public Security Department's Airport Public Security Bureau recently dealt with a case involving a foreign passenger smoking on a plane, disrupting public order. This incident marks the first such case in Guizhou involving a foreign passenger.

  On August 9, the Airport Public Security Bureau received a report from the crew of flight CA1463 from Beijing to Guiyang. The crew reported that a foreign passenger was smoking an e-cigarette in the cabin restroom, triggering the smoke alarm. Upon receiving the report, officers promptly went to the aircraft's parking position to handle the situation. They legally summoned the passenger for questioning and conducted an investigation.

  The investigation revealed that the passenger's actions violated Article 23, Paragraph 1, Item (3) of the "Law of the People's Republic of China on Penalties for Administration of Public Security," constituting a violation of public order on a public transport vehicle. The police decided to impose a five-day administrative detention on the individual. In accordance with the procedures for handling foreign-related cases, the relevant departments were notified of the incident. The individual has been taken to Guiyang Administrative Detention Center to serve the detention.
