20+ Regions Launch Emergency Drills for "Unknown Pneumonia"



Recently, reports have emerged of emergency drills focusing on clusters of unknown pneumonia being organized across various regions in China, leading to heightened public attention and concern.


A review conducted by a Yicai reporter of the websites of local governments, health commissions, and CDCs revealed that many regions have been conducting emergency drills related to clusters of unknown pneumonia or similar scenarios since February of this year. These activities have intensified since June, with more regions joining the effort.


In June, emergency drills were conducted in areas such as Yueyang in Hunan Province, Huai'an and Zhenjiang in Jiangsu Province, and Chengmai in Hainan Province.


In July, similar drills were carried out in Liaoyuan in Jilin Province, Panjin in Liaoning Province, Huaihua in Hunan Province, Taiyuan in Shanxi Province, Wuxi in Jiangsu Province, as well as in Sichuan Province, Chongqing Municipality, Heilongjiang Province, and Lishui in Zhejiang Province.


Since the beginning of August, regions including Lingshui in Hainan Province, Hechi in Guangxi Zhuang Autonomous Region, Shijingshan District in Beijing, and Linze, Zhangye, and Baiyin in Gansu Province have also conducted related emergency drills.


The forms of these drills have varied, ranging from practical exercises to tabletop simulations.



Several regions have provided explanations for conducting these drills in their public announcements.


For example, on July 12, the Panjin Municipal Health Commission in Liaoning Province stated that the drills aimed to further improve the city's emergency response level for infectious disease outbreaks and enhance the ability to manage public health emergencies. The commission organized a tabletop exercise to simulate the response to an unknown pneumonia outbreak in 2024.


Similarly, on July 26, the Heilongjiang Provincial CDC announced that, in accordance with the province's CDC Bureau's "2024 Heilongjiang Province Unknown Pneumonia Cluster Emergency Drill Plan," the center's national emergency response team for acute infectious diseases participated in a joint practical drill from July 24 to 26 in Acheng District. The drill involved over 80 personnel from the provincial infectious disease prevention hospital, Harbin CDC, and Acheng CDC.


On August 7, the official website of the Beijing Health Commission reported that the Shijingshan District Health Commission had organized a 2024 emergency drill for unknown pneumonia cluster prevention and control.


The Shijingshan District Health Commission emphasized that conducting infectious disease emergency drills is a crucial aspect of preparing for potential outbreaks. These drills serve as vital tools to test, refine, evaluate, and improve emergency plans and response capabilities. The commission plans to use this drill as an opportunity to identify and address weaknesses in their response to infectious disease outbreaks, enhance their emergency preparedness, and strengthen the safety and health of local residents.


On August 13, the Gansu Provincial Health Commission issued a statement noting that the city and county CDCs in Gansu had recently conducted a tabletop exercise on the prevention of unknown pneumonia clusters. Over 50 personnel participated in the drill, which aimed to further strengthen the region's infectious disease emergency response teams and improve their ability to handle public health emergencies.


Finally, on August 15, the Gansu Province 12320 Health Hotline reiterated that these exercises are part of routine preparedness measures and are designed to prevent misunderstandings or unnecessary panic among the public, rather than being prompted by any special circumstances.
