The Main Scope of Textbook Selection for Primary and Secondary
Textbook Selection: Unless the state specifies otherwise, compulsory education schools and regular high schools in Beijing must use the list of textbooks published by the education administrative departments of the State Council and the Beijing Municipal Education Commission.
Institutions of compulsory education prohibit the use of foreign publications. Regular high schools should generally refrain from using foreign textbooks.
If the use of foreign textbooks is necessary, it should align with relevant national and Beijing policies.
The Main Bodies Responsible for the Selection of Textbooks for Primary and Secondary Schools in Beijing
The selection units for both national and local curriculum textbooks are as follows: The selection agencies for primary and secondary school textbooks are, in principle, the educational administrative departments of each district.
District-level educational administrative departments encourage the delegation of textbook selection rights to conventional high schools with strong management capabilities and high educational quality.
Textbook Selection Units: These units are responsible for organizing a Textbook Selection Committee, which will establish subject groups to conduct the textbook selection process.
When the district serves as the selection unit, representatives from a variety of disciplines, such as curriculum and textbook experts, teaching and research staff, school principals, and frontline teachers, should comprise the Textbook Selection Committee.
The subject groups should consist of frontline teachers, teaching and research staff, and specialists who are well-versed in the subject matter and textbooks. Frontline teachers should comprise at least half of the group and come from a variety of schools.
Specific Procedures for Textbook Selection in Primary and Secondary Schools
The selection unit should begin the textbook selection process by formulating and publishing a selection plan.
The subject groups should examine and compare all textbook versions for their respective subjects, listed in the national and municipal directories of primary and secondary school teaching materials, to provide preliminary selection opinions.
The selection committee should determine the final selection results after a thorough discussion of these initial opinions.
It is imperative to maintain records of meetings and selection outcomes.
Review and Public Disclosure: The district-level educational administrative departments should review the textbook selection results within their districts and publish the results on their respective educational department websites for a minimum of five working days.
Within 30 working days of the completion of the selection work, the district must report the textbook selection results to the municipal educational administrative department for record-keeping.
Post-selection Evaluation: Following the selection of textbooks, district-level educational administrative departments (including regular high schools that have independently selected textbooks) should commission professional institutions with proficiency in curriculum, teaching research, and quality monitoring to collect feedback on the use of textbooks from teachers, teaching and research staff, students, and parents in at least one-third of the schools in the textbook usage area.
Implementing this feedback will generate a report on the evaluation of textbook utilization.
