On July 15, the Guangzhou Municipal Bureau of Culture, Radio, Television, and Tourism, together with the Guangzhou Public Security Bureau, issued a notice titled "Strengthening the Management of Foreign Inbound Tourist Groups."

The notice outlines requirements for travel agencies to enhance the management of foreign tourist groups entering China.

It emphasizes that foreign inbound tourist groups must adhere to Chinese laws and regulations, strictly follow their reported itineraries, and refrain from unauthorized deviations (such as changing hotels, dining venues, transportation, or shopping locations), leaving the group (failing to complete the agreed itinerary with the group), or overstaying. They are prohibited from engaging in activities inconsistent with inbound tourism.

During their stay in China, foreign tourist groups must report their accommodation as required and are not allowed to engage in business, research, academic exchanges, or any other activities inconsistent with inbound tourism. They must not reside or work illegally.

Additionally, the notice specifies that travel agencies must regulate their operations and conduct inbound group tourism business for foreigners in an orderly manner.
