3 High-Profile CN Fugitives Who Fled Abroad for Years Escorted Back to China



In a significant victory for international law enforcement collaboration, three high-profile fugitives, Zhang Anlong (male, 42, from Yunmeng, Hubei), Ma Wenxiang (male, 37, from Pu'er, Yunnan), and Yang Jinmei (female, 45, from Lincang, Yunnan), who had been evading capture for years in northern Myanmar, were recently apprehended and extradited back to China. 


This successful operation was made possible through the concerted efforts of the Chinese Ministry of Public Security, Myanmar law enforcement agencies, and the Chinese Embassy in Myanmar. On the evening of July 24, the Myanmar authorities handed over these fugitives to Chinese law enforcement officials, marking a significant achievement in the bilateral anti-drug cooperation between China and Myanmar, as agreed upon during the seventh ministerial meeting on law enforcement and security cooperation between the two nations.


Investigations revealed that Zhang Anlong, Ma Wenxiang, and Yang Jinmei were key members of a transnational drug trafficking network. They had been smuggling large quantities of narcotics into China for several years, impacting regions such as Hunan, Hubei, Yunnan, and Guangxi. The total amount of drugs involved in their cases exceeded 2,000 kilograms. 


On December 28, 2023, the Ministry of Public Security issued a public bounty for the capture of these ten major drug fugitives. In July of this year, Chinese and Myanmar anti-drug departments intensified their cooperation, resulting in the capture of Yang Jinmei in Yangon on July 9 and Zhang Anlong and Ma Wenxiang in Lashio on July 13. To date, six out of the ten fugitives listed in the public bounty have been apprehended.


The authorities are committed to further strengthening international law enforcement cooperation, persistently pursuing fugitive drug offenders, and eradicating the scourge of drug-related crimes to protect the health and safety of the public. The Ministry also calls upon the community and the general public to actively report and provide leads on drug-related activities, contributing to the fight against drugs and ensuring social stability and peace.
