On February 21, Hangzhou police issued a Q&A list to foreigners returning to Hangzhou to reply the most concerned questions including visa extension, residence, and Health Code. Its clearly replied that due to the epidemic, if an expats visa expires, he/ she will not be punished for the illegal residence.

Zhejiang: 34 CoViD-19 Cases Confirmed in Prison
On February 20th, 28 new CoViD-19 cases were confirmed in Zhejiang. Among them, 27 occurred in Shilifeng prison, totaling 34 cases in addition to the 7 cases announced previously. As of now, the commissar and warden of the prison have been removed, and a prison officer has been under investigation.
As of February 20th, 5 prisons in Hubei, Shandong and Zhejiang provinces had been reported with new confirmed cases but no deaths. In addition to Zhejiang, 230 cases were confirmed in Wuhan women's prison; 41 confirmed and 9 suspected cases in Hanjin prison in Hubei; 1 suspected case in Hubei juvenile prison; as well as 200 confirmed cases and 1 suspected case in Rencheng prison in Shandong.
Discharged Patient Tested Positive 10 Days Later
According to www.huanqiu.com, on February 19, a cured CoViD-19 patient in Chengdu, Sichuan, was found to be nucleic acid positive on the 10th day of home isolation. Later, the incident was verified by Sichuan Provincial Health Committee.
Special CoViD-19 Case Occurs in Zhoushan
On February 20, Zhoushan Health Commission reported that the stool samples of an asymptomatic man in Zhoushan showed CoViD-19 positive, but test result of his sputum and throat swabs was negative, which did not meet the diagnostic criteria for a suspected or confirmed case. The man was then sent to a designated hospital for isolation. On February 18, he had another set of tests and got the same results and he remained asymptomatic.
CoViD-19 Cannot Invade Human Skin
Per Zhou Qi, an academician of the Chinese Academy of Sciences, the CoViD-19 could not invade human body through the skin. As long as people wash their hands properly and frequently, the virus cant be transmitted via skin.
Soonest: Clinical Trial of Vaccine in Late April!
According to Xu Nanping, Vice Minister of Science and Technology, on February 21, soonest the CoViD-19 vaccine is expected to be applied for clinical trials in late April.
Zhejiangs Work Resumption Rate Has Reached 57.8%
On February 20, Meng Gang, director of Zhejiang Provincial Development and Reform Commission, said in an interview with CCTV that by February 19, Zhejiang's work resumption rate had reached 57.8%, and the rate of key enterprises and projects was higher than this.
Hangzhou Schools to Open on March 13? Official Response!
On February 20, a document circulated on the Internet showed that the schedule of online classes in Hangzhou had been arranged to March 13. Many people speculated that Hangzhou had set the timing for school opening. Per Hangzhou Education Bureau, the document does not indicate the school opening time which has not been determined yet.
Time to Get Rid of Masks?
In last two days, some people in parks and streets of Hangzhou were seen mask-less. According to the announcement of Guangdong CDC, it is still early to take off masks. It is safe to not wear a mask in one of these scenarios: staying outdoors (park, community, street) with a distance of more than 2 meters away from others; staying in a well-ventilated room with healthy people; and being alone.
