These New Rules Coming into Effect on October 1st!

Effective October 1st, the Ministry of Transport has issued administrative measures on the delivery of express packages, stating that couriers will not be allowed to put packages inside electronic express containers without customers' permission.


Enterprises using smart express boxes to deliver items should obtain the consent of the recipient first. If the recipient does not agree to use the smart express box to receive his or her order, the company will need to resort to traditional delivery methods using the recipients provided mailing address.


Storing packages inside those smart express cabinets cannot charge recipients within the set storage period.

Regulations on the protection of children's personal information are also coming into effect on October 1st. 


This is China's first legislation specifically targeting the online protection of children.


The regulation stipulates that no organization or individual shall produce, publish or disseminate information that infringes on the safety of children's personal information.


Network operators should collect, store, use, transfer, and disclose children's personal information based on "five principles", that is, based on their legitimacy and necessity, informed consent, clear purpose, security, and within the law.


The collection and use of the child's personal information needs to be communicated to the child's guardian in a conspicuous and clear manner, and the consent of the child's guardian has to be obtained.

Diving tests for motor vehicles will now be using new content and processes as of October 1st. 


Four items have been adjusted in the second subject of the test, as well as timing of the exam.


For the third subject, test takers will be given no more than 10 seconds after the green light to complete their task, after which it will be considered as failed. 


The examinee who fails to observe the inside and outside rearview mirror and traffic on the left side before overtaking, and then looks back to confirm whether it is safe, will be failed.


When the vehicle drives past the zebra crossing and goes straight through the intersection, the examinee who does not take the initiative to avoid the vehicles, pedestrians and other non-motor vehicles that have the priority to pass according to the regulations will also be failed.'

The State Administration for Market Regulation on health food labeling released a new set of regulations by will take effect on October 1.


The new regulations have clarified the standards for making and changing the labels of health food, including the ingredient list and health claims. The procedure and channel for the release of the lists are also stipulated.

Typhoon Mitag is Coming

China activated a level-IV emergency response for typhoon Mitag on Sunday, according to the Ministry of Emergency Management.


Two working teams have been deployed in the provinces of Zhejiang and Fujian to assist local authorities for preparation.


Mitag, the 18th typhoon this year, is forecasted to sweep the northeast part of Taiwan on Monday night and move north to sweep or land in the coastal areas of Zhejiang Province on Tuesday.


From Monday to Tuesday, Mitag is expected to bring heavy rain to some parts of Shanghai and provinces of Fujian, Zhejiang and Jiangsu.


The ministry warned local departments to intensify real-time monitoring, issue alerts promptly, and strengthen evacuation and relocation in areas prone to flooding and geological disasters.

300 Yuan For a Bubble Tea! Why So Expensive?

Scalpers have pounced on a pop-up bubble tea shop in Shanghai featured in a hit Mandopop music video, reselling the drinks for many times their retail price.

Annoyed fans of Taiwanese pop star Jay Chou complained on social media that the scalpers swamped the shop on the Bund soon after it opened on Tuesday and were charging up to 300 yuan each for drinks selling inside for 13-32 yuan.

The tea shop was the backdrop for Chou's latest single Won't Cry, which broke domestic music streaming records when it was released on Monday.

The song topped the charts in mainland China, Hong Kong and Taiwan, and tells the story of a low-paid milk tea shop worker who works extra hours to buy an expensive camera for her aspiring photographer boyfriend.

Named Machi Machi, the pop-up store will be open for eight days only, and sell just 200 cups of tea per day, with drinks limited to one per person.


Some scalpers - called "yellow cattle" in Mandarin - even charged fans 50 yuan to take a selfie with a bottle of the store's branded milk tea.


"In the morning I passed by and there were quite a lot of yellow cattle there already. I chatted with them and they said that about 300 people from their group were arriving today. The shop clearly opens at noon but they were already queueing up from the early morning," one user wrote on the popular restaurant review app Dazhong Dianping.



"Jay Chou's 'Machi' milk tea store had a busy opening, the yellow cattle selling two cups for 600 yuan. If you had this kind of money you could eat anything," one user wrote on WeChat.

Signs prohibiting "yellow cattle" were displayed near the entrance of the shop, China Youth Daily reported on Friday.

The shop also forced customers to open their drink before leaving to prevent reselling and police officers patrolled the entrance to shoo away loiterers, the report said.

A Shanghai Huangpu district police officer was quoted as saying that the rules had effectively limited the activities of the scalpers.

Internet users also warned customers off the scalpers.


"Never buy from the yellow cattle, because the shop has a rule that you must drink one sip before you leave the premises. The yellow cattle were stunned. Due to slow sales, they could only take selfies with the bottles," another reviewer on Dazhong Dianping wrote.


"So if you bought one off the yellow cattle, it's very likely they've already had a drink from it. If the drink bottle still looks full, they probably drank from it and then added water to top it off, or they might even have filled one of the empty bottles with some other liquid!"

Scalpers were also common as the Hey Tea chain of bubble tea stores started opening in major cities across China in recent years.

Customers would pay scalpers to wait in line to buy them a drink, with some in Shanghai forced to wait up to five hours in 2017.

Chou is known for his love of bubble tea, which he frequently posts about on social media.

While 2 million copies of the song were sold in 25 minutes on Monday, the video was criticised online for glorifying the stereotype of the subservient woman sacrificing herself for her man.

"After all these years, Jay Chou's new music video shows that some men still dream of a world where a beautiful woman willingly works herself to the bone to support your dream," Deng Anqing, a fiction writer, wrote on a public social media post.

China's First Airport Just Closed After....

As Beijing's new, multibillion-dollar airport opened with great fanfare last Wednesday, a piece of China's history quietly closed its doors on the other side of the city.


The country's very first airport, Nanyuan Airport, shut its doors for good on September 25, the same date that Beijing's new $11.5 billion Daxing Airport was opened.


The last flight, China United Airlines KN5830, left at just after 10 p.m., state media said. By Saturday, its doors were firmly shut and the car park mostly deserted.



The few remaining dusty cars had a polite notice taped to their side window. "Hello! This airport has officially moved to Daxing International Airport on September 25 ... I want to thank you again for putting your trust in Nanyuan Airport," said the notice.


Nanyuan first opened in 1910, 109 years ago, when China was still ruled by the Qing Dynasty.



According to state-run China Daily, Nanyuan will become an aviation museum, while its practical functions will all be transferred to Daxing Airport.


Nevertheless, even days after its closure, Beijing citizens were still flocking to the old terminal to pay their tributes to a slice of the city's history.



"The Chinese dream took off from here," said one visitor.


"We have feelings for this place," said another. "It's sad that Nanyuan is gone ... I brought my 1-year-old son here. He probably won't understand what I say to him about it, but he will have the memories."

"I will miss this airport very much. I used to see aircraft flying around here before, but now I won't be able to anymore," as stated by one visitor.

A high school English teacher who has a definite artistic talent is inspiring her students with detailed and colorful drawings in her pupil's exercise books.


Du Mengsi, who teaches at a high school in Xuchang, Central China's Henan Province, said some of her students lacked interest in learning English. As an incentive to do better on their homework, Du started to draw cartoon characters for her students who submitted the best answers to her questions. 


A video posted on Pear Video shows her drawings are far more than simple doodles. Many are colorful, detailed figures that take her more than a few minutes to complete.


One of her better students asked for a drawing of Nezha, a popular character from one of the hottest cartoon movies. Du fulfilled the request and wrote a balloon caption that contained some encouraging words for the student.


Not all of her drawings depict sweet little characters like cute kittens. She drew a half-page-sized image of the monster character "Venom" for one of her students. "I promised that if you can get full marks, I would draw Venom for you. Please keep up your great grade!"


"My child loves learning English now," the parent of one of Du's students wrote on WeChat.

Grandpa Sold Washer for RMB 50 When It Was Worth 100,000!

On the morning of September 17, a 74-year-old man surnamed Zhang sold an old washing machine for RMB 50 to a hawker moving around and collecting waste products in his neighborhood.  However, he forgot that he had previously hidden RMB 100,000 worth of gold inside and sold it with the washing machine.


He didnt remember that detail until later that evening and was vexed.


Back in the day when Zhang was young, with no habit of depositing his money to the bank, he would save his had earned money and turn every bit into gold. He would then put that gold inside the chassis of his washing machine for safeguarding.


The following day, on September 18, Zhang rushed to the Chengdong police station to make his claim: Please help me, he said. I dont know what to do!


Officers used video tracking to find the person he had sold his home appliance to, which took nearly 10 hours before they managed to capture a clear footage of the license plate of the hawkers electric tricycle.


On September 20, Zhang and his daughter, led by a peddler, rushed to a waste collection station where they found the old washing machine among the old appliances that had not yet been dismantled, and successfully recovered his gold, worth RMB 100,000. "The police is good and helpful. They really serve the people." 


Zhang was grateful to recover his gold.
