Stricter Rules to Recruit Foreign Teachers in Guangdong!

On August 5, the Guangdong Provincial Education Department issued an official statement to announce its intention to begin regulating foreign teachers working in the city more strictly. 


Below are some of the key details from this statement:


Foreigners living in China without a work permit 

are not allowed to be employed

 

1. Local schools should immediately carry out thorough inspections on the recruitment process of foreign teachers. All relevant training institutions should publicize the photos of teachers and their work permits.

2.  Any company employing foreign teachers are expected to apply for work permits on behalf of their expatriate staff, ensure that they hold the right certificate to work, and are strictly prohibited from employing any personnel who has not been granted a valid work residence permit in China.

A teaching certificate such as TESOL, TESL, or TEFL along with a Bachelors degree is required materials to submit when applying for the work permit.



Foreign teachers are not allowed to work beyond the scope of what indicated to obtain the work permit

 

1. An employer must provide its foreign teachers with sufficient training on a variety of important matters, including Chinese laws and regulations, and teachers' ethics, among others.

Employers must check in with and assess their staff before the end of every semester to evaluate their well-being and behavior.

 

The employment contract signed by the employer and its foreign teachers has to fulfill the following requirements: it must abide by the laws and regulations of China and the code of ethics of teachers; it must not damage the public interests of China, engage in any form of activities that may jeopardize the countrys national security, or work for any other company while during the period of their work permit is still ongoing.


The statement also demands that local education bureaus further strengthen the supervision and management of hiring foreign teachers in training institutions approved by education authorities.

Implicated training institutions are required to publicize foreign teachers' photos, work permits, educational background, teaching subjects, national or international general teacher qualification certificates, and randomly check whether the work units indicated in foreign teachers' work permits are consistent with the actual teaching institutions.


These new policies urge such institutions to regularly evaluate the teaching quality and moral conduct of their teachers, to communicate any phone call made to complain, and publicize reports from educational administrative departments at all levels to parents and students.



The thorough inspection of foreign teachers is expected to be completed before September 15.


This official statement requires schools to set up special inspections of their foreign teachers immediately and to submit results to relevant authorities before September 15.
